Ionuț is a Partner at Intuitive Economics, specialising in competition and applied economics. He has over a decade of experience spanning antitrust enforcement, merger control, state aid, and economic policy, combining public-sector expertise with consulting and academic work.
Institutional & Regulatory Foundation
Before joining Intuitive Economics, Ionuț spent seven years in the Chief Economist Unit of the Romanian Competition Council, where he worked on some of the authority’s most significant antitrust and merger cases. His work covered merger reviews, antitrust investigations, sector inquiries, market studies, and ex-post evaluations of state aid measures, with a strong focus on the application of quantitative analysis to competition enforcement. This experience gave him a detailed understanding of how competition authorities assess market structure, firm conduct, and evidence in complex proceedings.
Public Policy & Market Design
He also served as an advisor to the Romanian Government, supporting data-driven policy formulation and the regulation of highly concentrated markets and those with significant monopoly power. This policy experience complements his competition practice with a broader perspective on market design, public intervention, and institutional decision-making.
Strategic Advisory & Quantitative Analysis
At Intuitive Economics, Ionuț provides expert economic advice in merger control, antitrust proceedings, and market analysis, with particular experience in FMCG, telecommunications, retail, energy, and media. His work relies on advanced quantitative methods to analyse complex datasets, assess firm behaviour, and evaluate competitive dynamics across a wide range of market settings. He is particularly valued for combining rigorous analytical work with clear, decision-oriented economic reasoning.
Academic Research & Credentials
Ionuț holds a PhD in Economics and is an Associate Lecturer in Microeconomics and European Competition Policy at the Bucharest University of Economic Studies. Alongside his consulting work, he is involved in research projects aimed at improving the functioning of markets and production and supply chains. His academic work strengthens the analytical rigour he brings to client engagements and competition cases.
