Paul Prisecaru is Managing Director at Intuitive Economics. He has over 20 years of experience in competition and applied economics, spanning the full spectrum of enforcement, advisory, and academic work.

Public Sector Leadership

Paul served for fourteen years at the Romanian Competition Council — seven as a competition investigator and seven as Chief Economist — where he led the application of advanced economic analysis in the authority’s most significant merger and antitrust cases. This combination of investigative and analytical experience provides a rare perspective on how competition proceedings unfold from the inside.

Consultancy and Global Projects

Since founding the consultancy in 2019, Paul has advised major domestic and international companies across digital markets, energy, retail, financial services, pharmaceuticals, telecom, media, FMCG, and automotive. His work spans mergers, antitrust investigations, expert economic testimony before courts, and strategic advisory for clients in Romania, Germany, the Netherlands, Spain, the United Kingdom, and the Republic of Moldova.

Landmark Engagements

As a landmark engagement, Paul led the Intuitive Economics team that assisted Ahold Delhaize in the acquisition of Profi — the largest and most complex transaction in the Romanian retail sector, involving one of the highest numbers of relevant markets assessed in a European merger case. He has also served as an expert on international projects for the World Bank and the European Commission.

Academic Background and Research

Paul holds a PhD in competition economics from the Romanian Academy, has published extensively on the application of advanced economics in legal proceedings, and is an associate professor of competition law at the Faculty of Law, University of Bucharest.
